Architectural Narrative – Master Plan Program Overview

I WORKED ON THIS PEOJECT WHILE WORKING FOR CPH Consultants Inc,., The master plan envisions a comprehensive, multi-faceted campus designed to support large-scale gatherings, public engagement, education, training, and commemorative experiences. The program integrates a diverse range of facilities into a unified environment, each component contributing to the site’s cultural, civic, and operational mission.

At the core of the development is the Convention and Conference Center (30,000 SF), a flexible venue capable of accommodating conferences, exhibitions, community programs, and major public events. Adjacent to this facility, the Visitors Center (8,000 SF) serves as the primary point of arrival and orientation, offering informational resources, interpretive displays, and guest services that introduce visitors to the broader campus experience.

Complementing the public-facing functions is an Interactive Children’s Center (9,000 SF), an engaging and educational environment designed to foster hands-on learning for youth and families. This space emphasizes discovery, exploration, and creativity through immersive exhibits and interactive programming.

Supporting specialized training and simulation needs, The Vault functions as the site’s dedicated preparedness and tactical training hub. Equipped with advanced simulators and controlled live-fire environments, it provides a secure and technically sophisticated setting for high-intensity scenario-based training.

Administrative operations are centralized within the 8,000 SF Administration Offices, which house essential management, coordination, and support services for the campus.

A 6,000 SF Memorial provides a contemplative environment dedicated to honoring individuals and events of significance. Designed as an intentional and reverent space within the master plan, the memorial offers opportunities for reflection, remembrance, and public tribute.

Anchoring the entertainment and social dimension of the development is The ILEX, a 50,000 SF entertainment complex envisioned as a vibrant destination for performances, dining, leisure, and community gatherings. This facility enhances the campus’s year-round activity and serves as a major draw for both residents and visitors.

The master plan also incorporates a dedicated Helicopter Pad, supporting aerial tours and experiential rides that contribute to both guest engagement and site activation.

Collectively, these programmatic elements establish a dynamic, interconnected campus capable of serving a broad range of community, cultural, educational, and operational needs. The architectural vision emphasizes clarity of circulation, functional synergy, and a cohesive identity across all facilities, supporting a memorable and meaningful visitor experience.
